Job Title: BSS Optimization HLS Manager
Department: Network Group
Location: Lagos
Job Description:
•Ensure national radio network quality and performance consistently achieves the KPIs and quality targets as defined in NWG Annual Operating Plan.
•Implement and monitor processes and procedures to ensure conformance to best practices and to identify opportunities for improvements
•Review and make relevant optimization input to BSS planning and dimensioning to ensure performance in accordance with Marketing/Business requirement
•Provide high level support for BSS Optimization and end to end performance improvement in conjunction with Network Operations Radio HLS.
•Propose New Quality Targets and KPIs for approval and implement processes, procedures and technologies to ensure these targets are met
•Monitor processes and procedures to ensure conformance to best practices and to identify opportunities for improvements
•Provide High level support for Network Quality Drive Test, analyze and recommend necessary changes to ensure faults are resolved.
•Search for improved frequency planning techniques & ensure that frequency changes and re-use plans are implemented as/when required
•Ensure/maintain 100% accurate and thorough knowledge of network, maintaining at all times an accurate database of the total network information.
•Support Network Quality Assurance in regular monitoring, tracking and reporting of network data inconsistencies/discrepancies and reporting of competitive network performance benchmarking from drive test exercises or other means
•Development of specialized optimization software tools and identification of new requirements as the network grows and evolves:
•Provision of specialist technical support to all other department regarding the network and radio related problems

Job Conditions: General MTN working conditions. A valid drivers license.
Additional working time is usually required on a need basis.
Reporting To: Senior Manager Access Network Optimization
Required Skills:
•At least 8 years work experience comprising:
•Minimum of seven (7) years’ experience within an RF Planning and Optimization function in a core mobile telecommunications environment
•Three (3) years managerial experience with a telecommunications operator or Network Consultancy firm
•Vast knowledge and experience in Radio Network Optimization
•Experience of working on a multivendor and multiband network
•Experience with Ericsson and Huawei equipment will be desirable

Employment Status : Permanent
Qualification:
B.Sc./B.Engr. in Electrical/ Electronic,Communications Engineering or Telecommunications Engineering. Masters Degree in Telecoms, Management or equivalent would be an added advantage
